it's easier for them to maintain a connection to Japanese players because their servers are located in Japan. The data doesn't have to be passed through multiple extra DNS routes than they would to countries further away.
they would have no way of controlling that anyways, well except for a complete block, which isn't the case here.

I got an idea how about (from the start of the game) put servers in the NA and EU but that would make too much sense. Due to PS2 limitations we got to have Japanese only servers !

We would like to provide another update regarding the network technical difficulties caused by the DDoS attacks.
As the ongoing attack was affecting the networks of multiple upper-level ISPs, the upper-level ISPs are now working to address the issue as a top priority. We are also preparing our own countermeasures, but the attacks currently appear to have ceased.
We will continue our defensive measures that had been taken to mitigate the effects of the attacks on players, along with consideration for further precautions, in order to provide the best possible defenses.
They just aren't mitigating very well this morning.
