Yes happens all the time. Those not present are merely marked down as abstaining unless they have provided their vote ahead of time, which many of those who "walk out" will have done.
There is a minimum necessary requirement in order for the session to form a quorum, which is just a fancy way to say starting a meeting. Since this is a committee vote and just for a formal recommendation, they can hold it even if the Democrats refuse to participate.

It is a pretty worthless thread when you think about it. Most post opinions and state them as fact without proof. No one here is going to be swayed by anything anyone says. It is a thread full of gotcha comments and partisan slop.

The only people who are intelligent are people who think like me, so I like to go to a place where I can mock and completely dismiss anything that opposes my already set-in-stone viewpoints.
