The jobs must be advertised. They can be advertised in a weekly newspaper with a circulation of as little as 50 people. Suprise! No one responds! Therefore there is no recourse save to hire people from shithole countries who will work for 1/2 of what Americans will work for. Oh, also...

No one's doing a H2B visa package for a manual laborer, those are just hired "locally", usually through a subcontract to another company hiring illegals. H2B's are when companies like Infosys and Tata, those two companies represent something like 70% of the H2B's given every year. They bother offer "IT consulting" services but are really used to replace US IT workers with Indian workers at a much lower pay. They are the reason the US IT sector is so screwed up right now, all the entry and junior level positions are being subcontracted leaving only the senior engineering, architects and managing positions. The great news is that UCIS has removed "Software Programmer" from the list of "critical shortage skills", meaning those tens of thousands of H2B applications Infosys and Tata submit will need to be validated one at a time against a real job instead of bulk approved for consulting gigs. H1B is nothing but a "replace US IT worker" program right now. Since Indian outsourcing firms would swamp UCIS with tends of thousands of "Computer Programer" applications used to fill every position in the IT industry, it caused any other non-IT H1B to be delayed for many months. Those 15 day turnarounds were done with zero checking to see if the employer actually tried hiring a US worker, which the law requires and is rarely done. Now that the Indian firms need to wait like everyone else, their hiring convener belt process has collapsed by over 50%. India's IT sector is freaking out as over 60% of its' 140 billion USD a year revenue is generated from the H1B system. So yeah President Trump just did the US middle class a huge favor. H1B:
