Ignoring that if you have optimization in mind you'll want to get the staves regardless for the casting time reductions, 99 Laev is only better when AM2 is up. While that's a pretty reasonable requirement these days, it also serves to detract from your overall damage output.. which is pretty counterproductive.
Long story short, no, but if for whatever reason you're a career BLM, you'll look like a boss wearing it.
Edit: I also seem to have forgotten that you can't swap other staves around for optimal precasts without losing AM2, making it even worse.
considering you get -67% casting time just with /rdm, elemental celerity, anhur robe, and af3 hat.. doesnt look like the cap is that hard to hit without affinity staves

My mistake regarding the difficulty in hitting the casting time reduction cap does not make it any more beneficial. Building a weapon for the purpose of excelling in a situation where you're limited to casting the spells that an enemy happens to be staggered by is pretty stupid. I mean, I'm sure those Blizzaga II's will be pretty great, but no.
Well, for those who didn't know, in VW, mobs can be staggered even on tp move or spell casting. I thought it was common knowledge, but apparently not.
