You're making some pretty heavy assumptions about the accessibility of future pet TH there.
They are taking away TH to add more though :(
They couldn't do that if they gave it to all bst's as a normal trait for certain jug pets, but with gear you can enhance the TH1 even more plus even give TH to jug pets that don't normally have TH, probably x.x.

I'd assume they will only allow you to go up to TH2 with gear, and the gear they release will probably be a weapon.

I can only go by what theyre doing now. All bst pets have the job traits but this is the only one to get nerfed. How is a 99 THF pet with TH1 balanced?

If you were /THF, you'd have TH3, so it's still technically less potent.
Last I checked /THF was still TH2. THF doesnt get TH3 job trait til lvl 90. The rest comes from gear.

How was a LV99 THF pet with all the TH a THF, almost 4x the HP of a normal player, that fights at the command of a player that's actually capable of doing a moderate amount of damage, balanced?

Last i checked THF can get at least TH10 which is greater then TH3 and for those who dont know BST is a SOLO job, we've always relied on pets for most things.
