0% haste vs 5% haste is ~5.26% increase in attack speed
50% haste vs 55% haste is ~11.11% increase in attack speed
90% haste vs 95% haste is ~100% increase in attack speed
The 'quality' of every % of haste increases with the total.
so in situations that you're not capping haste, but getting high haste with buffs, it's superior over most things.

Double Attack:
Diminishing returns per % added (not to the proc rate, but to the overall effect on DPS). Basically, you'd gain practically nothing going from 99% DA to 100%, you're probably going to DA anyway.
Adding 50% DA is 50/100*100 so roughly 50% increase to DPS.
Edit: The cumulative effect over previous value diminishes per % added.
Haste:
Adding 50% Haste isn't attacking 50% faster, it's 50/50*100 = 100%.
You are attacking twice as fast, a 100% gain.
