Sometimes you don't. I know someone who had a city job while attending college. Once you're in it's smooth sailing, and something with mobility that you can make an actual career out of.

City jobs here require no actual skill set whatsoever... you just have to be connected (oh patronage) or a minority...

Yeah, I dunno, I've only considered applying in AZ. You'd figure if they know you're looking for a job, they might also know you can't afford to blow 40 bucks on a book you'll probably only use a couple times before you take the test.
The last time I got an interview when I was like 3 years ago lol.
I can't find a job anywhere in this god forsaken state... noone will hire a crippled person in a wheelchair (or maybe i'm just picky in the areas I want to work at :p)
