A certain Cie'th enemy at endgame has just as much HP as other enemies at that point, but can be taken down in less than a minute because it's hardly a threat for the majority of the battle. The others, however, take time to kill because they pose an actual threat, so you can't just blow through their HP. How is being able to (sometimes) avoid the battles any different from being able to choose to (sometimes) escape after it starts? That'd be why your fights take forever then. if you're not going to use the battle system as intended, it's going to draw the fights out.
Personally, none of the boss battles, after I started using the battle system properly took over 6 minutes. I think the final Bathandolus fight was an exception, but that's cause Final Boss is Final Boss. There's also a bunch of other tricks you can use to make battles quicker. For example, if an enemy has no elemental weakness, Lightning casts faster than the other spells and doesn't have to travel across any distance, so it's better for breaking. And random battles Can be finished really really quickly. Blitz, -ga spells and especially Sahz's unique blitz can flatten enemies in seconds.

Last time I was in Germany in 2007, things were also rough as far as the economy and job-market were concerned. I find it appalling that people use Germany as the current scapegoat now just because their economy is pulling the weight of a few others, and are in the leadership position of Europe again. As far as freeing up the EU citizenship to move freely around Europe they've damned themselves for having the opposite social and political stance that has plagued them over the years. Germany! Abuse the ***out of them. -You only need a Commando hit every so often to keep the Chain Gauge from dropping to quickly. -Once you've Broken an enemy, COM/COM/COM will produce the highest damage output and has many abilities that can keep an enemy from being able to do anything to your party long after it's Chain Guage has reset with proper timing. -You can have multiples of the same paradigm set up so you can keep swapping COM/COM/COM constanly and unleash ridiculous damage. Is that too much to ask? Maybe something we haven't seen before.
