Safe to assume it's double. It's basicly a tier and thinking on it it may very well go up to IV considering coming updates. If thats the case then I will say that II is a double % and III and IV are half of base %. so for example the SA thing, II is 20%, III is 25% and IV is 30%.

Unless you converted them to orbs, you can get them back from the NPC.
