To use Rudra's Storm, you either need a Twashtar 90+ or a Khandroma, but once you finish a miniquest you don't actually need the dagger equipped anymore. Like Mercy Stroke, Rudra's Storm is best stacked with either Sneak or Trick Attack, and is not so great on its own. When using RS, there are few things that you care about:
DEX. This is your WS damage modifier, at 60%, as well as your Sneak Attack modifier. The fTP of Rudra's Storm is 3.25 (100 TP) to 5.25 (300 TP), so your base damage is modified by 3.25*0.6*0.85 = 1.66 per point of DEX, plus the bonus from Sneak Attack if you're stacking that, which is 1.2 when using Raider's Armlets +2 and 1 otherwise.
AGI. This is added to your base damage if you're stacking Trick Attack. With Rogue's Armlets +1 it's 1.15 * AGI for Trick Attack, but similarly to Mercy Stroke there are better hand options.
STR and Attack. Unless you're attack capped, of course :p
Bonuses. Critical hit damage, weaponskill damage, double/triple attack, these can all help.

PARTY SET This boils down to "stack as much DEX and critical damage bonuses as you can."

PARTY SET Kind of hard to tell, but we swap in Plunderer's Vest +1 over the SAWS set's Pillager's Vest +1. Dawn Earring and Artful Belt +1 are practically identical to Brutal Earring and the elemental belt. Wanion Belt and NQ Artful Belt are no longer an option due to the -AGI. A second Thundersoul Ring comes close. This set averages 5798 against Delve fodder, after a 100 attack buff, with a 1.936 cRatio. |

PARTY SET The only major difference here over the QQ+Buffs set is using Tati Earring +1 (or the NQ) over Jupiter's for the extra accuracy. Like with the QQ+Buffs set, Love Torque, Thundersoul Ring (instead of Rajas), and Artful Belt +1 are all worthwhile considerations. Cuchulain's Belt and Manibozho Brais also can be considered. This set has 931 accuracy before food. Like the Mercy Stroke high-accuracy set, using SA/TA means we can get away with very low accuracy, but double/triple attack gear is rendered useless. Averages 3434 damage vs Serac Rabbits, with a 1.025 cRatio and 42.5% accuracy after sushi. |
PARTY SET Very similar to the SAWS+Acc set, except thanks to the -AGI Wanion Belt isn't as good (but still surprisingly close). This set has 929 accuracy before food. Acceptable substitutions include:
