Rajas ring is reward for completing all PM missions.
Brutal can be gotten as soon as you access the outside Sea zone which is about a dozen headaches earlier lol.

If I remember correctly you used to be able to get the "sea" items before having access. But now the NPC wont pay you any mind until you do.
