Spliiting Heirs S

I am not seeing the Campaign Ops populate for me.
1. I am correct rank
2. Sandy is in control of La Value
3. I am a Sandy Citizen
I checked online to see if I need to do the Smoke Screen Ops 1st and it says no.
4. I have Pit Spider 1-3 unlocked and By Light of Fire
Any ideas why the Ops may not be showing up for me to select?

Sandy (S) has to have control in all 6 of it's surrounding zones in addition to La vaule (S) to have Splitting Heirs unlocked. From the info of what you've described sounds like Sandy does not have all 7 zones controlled for the week to unlock Splitting Heirs
