This seems very accurate. First pop was in between the rocks at G-7 and second was just south of where you warp into W.Saru_S.
I went 1/2 (th3) and observed the same behavior. It's timed. Both times it popped noone was killing anything (first time i was solo. second against 8, lol). However, for me the pop time between first kill and second kill was about 1hr 40min.
I'd estimate it's level to be around 65. Easy solo as Thf73/Dnc36.
In case anyone else is curious about the NM fairy in W.Saru_S (forget the name off the top of my head) I'd guesstimate it level to be 70ish. I got 90 exp. I killed it as RDM/BLU no problems. Yes, I feel really guilty about attacking a fairy, but it had to be done out of sheer curiousity after watching a BST lose. I farmed bottled pixies to make up for it. No drop, but she was not terribly difficult. She can use TP moves back to back. Can't recall the names, but the two she uses is the knock-back+stun and the AOE TP-down + sleep moves. She does not heal you if you are wounded (tested after getting killed in campaign). She uses Banishga II, Holy, and Flash. Might be a problem for some jobs without someone to heal and she is pretty fast. Para/Slow/Blind work. Bind didn't. I suspect anyone who can heal and with reasonable defense+MDEF can solo it. I think she only drops things for the evolith system or similar craftables.
