Your best bet would be Asura, most populated in general, or Bahamut which has an ok EU population.

Bahamut has a lot bigger EU population than it seems on the first look. Though I think that many Europeans got used to playing in the NA zone in the past.

Asura but numbers are still low. Whatever server that Ramuh merged into and Cerberus (because Hades merged into it) would have the most old EU players on because Hades and Ramuh launched at EU launch and they put all new players on them then.
