Omen Boss Scale Drop Bug?

In light of the Omen card campaign, I decided to run some card and scale farming just doing sweetwater enemies. Across multiple runs, 22 boss scales dropped with a rather even mix between 4 of the boss scales and not a single Kei scale has been seen. The probability of this is extremely low. For instance, rolling 22 5-sided dice and not seeing a particular number come up is 0.0073787.
So there is less than a 1% chance for this to happen if all boss scales have an even probability of dropping. Does this seem like a bug? Worth reporting? Has Kei been plucked clean of his scales? Sort of a Mr Bigglesworth of Caturae if you will. Send help plz!

They do drop but I will agree they seem to be the rarest drop.

we have been having issues with free floors sense the start of the campagin. Was getting them somewhat commen before.... maybe 1 every 4 runs. We now havent gotten a free floor in 13 runs sense event started, including 1 run that we hit 666 omens.
