Lost My Outposts?

I decided to start leveling an old character which I know had all of the outposts. When I went to try to OP the only one available to me is Zulk(Valkurm Dunes). I havent played in a while so I could be forgetting somthing, but I dont think so. I am positive that I never changed nations though. Could it be from a server transfer?

Change to a higher job and try again. Only thing I can think of is you're on too low a job to warp to a particular outpost.

I just went over the the supplies quest NPC and it shows the ones available as (Done). I dont understand this...
