You're very lucky. I have seen numerous shout groups where someone secretly tries to pawn off their 2nd/3rd-string BRD or COR as a viable main account and it's just awful. Who wants a 4-song +4 song bard in Ody Sheol C or worse, a +0 Roll COR in Sortie? Like come on people.

Yes it is. Even with minimal setup you get hugely disproportionate advantages and those compound greatly with more effort. The fact that some effort is required doesn't eliminate the P2W aspect.
