Well note that this is the website's server location adress, which is usually hosted by somebody else.
You could however go to that adress and complain that one of their clients is involved in criminal activities. If they are anywhere decent, they should shut the site down, if not, get the police.
I do think that indentity theft is still pretty much illegal everywhere anyway. (GM impersonation falls under that I think)
