You don't have to swap unity leaders at all, but aside from those (and some select few repeatable ones) if there is the exclamation point or whatever symbol next to it, do it at least once. There's 1084 in total.

Do I have to change to each Unity leader and do their Shared RoEs too? (I thought those repeated though, so will they still count as a firs time completion and have their yellow circle removed if I complete them?) >.>;

No, the repeatable ones do not count toward the total count. You probably have some that aren't unlocked yet. There are a bunch that only unlock from completing others, from progress in missions, Escutcheon progress, etc.
