I *think* you talk to Aldo. At least when I talked to him a month ago he asked about the letters.
A bunch of people talked about the letters, including Aldo, the main Rune Fencer quest NPC, the Arch-Omega/Ultima parts NPC, and more.
Talked to Jamal, Aldo, Mount Npc, Rune Fencer npc, arch-omega guy they all mention it, but nothing yet. Checked Giglamesh, Shantotto, Inventors Guild, Dila gate, Tav, killed Omega. Nada
The whole thing involves the strange apparatus in Fei'Yin. Need to do the mini quest with Boisterous Jackal in Lower Jeuno(Across from the Auction House). You'll get directed to the one in Fei'Yin which will then be active. The zone code for Fei'Yin is 23. After you make yourself Administrator, you'll get directed to take your melodies an infinity core and a chip to finish mount synthesis. This is the part where I'm currently stuck, as I haven't tracked down what elemental chip(s) is needed. I get told that a critical failure occurred in decryption happened and it fails, So far I've tried Clear, as well as Clear / Purple / White combo(Given the whole rune fencer storyline) Even farmed up a Cyan chip from Pso'Xja and tried that too. I'll edit / post when I get this last step done. As posted below the chip required is a metal chip from Limbus(Potential drop from end chest / 75 Ancient Beastcoins).

Damn I was just on my way there with a metal chip when you posted, beaten by minutes!
Omega always reminded me of a Zjentohlauedy Regult from Macross, among other things.

If you're planning on finishing this right away, it might be smart to just buy 75 ABCs now while they're available. I really didn't want to farm the chip myself, so I grabbed some ABCs from a bazaar.
The Galka in LJ doesn't say anything about Fei'yin? Just about passwords for other zones
You need to pick a zone after talking to him and do the Doctor status thing for that zone. Once you do that and go back to him, he'll mention that the strange apparatus in Fei'Yin has started working.
You need to be registered as a doctor first at any of the standard strange apparatuses, then he'll start talking about Fei'Yin.
Where do you get the PW for the SA in fei'yin ?

Aldo, Jamal, mount NPC, Boisterous Jackal and Wilhelm all have additional dialogue once you have the mount KI.
Don't know if this is written down anywhere, but for the 2nd part of the code, if your number is three digits, the password chops off the first digit.
