Using super secret scientific methods I've discovered the amount of Maat's Caps listed on the Maat's Cap page actually verified by the Linkshell Community site per server:

This means that Ragnarok has the most at 44 and Sylph has the least at 12. Total caps: 845 with each server having an average of 26.40625

Although this is assuming everyone who actually has a cap is verified by the linkshell community and registered on this website. There are probably people out there who have a cap and don't care to link their profile to this site.

You also forget the fact that quite a few of these hats are owned by people who *** over a lot of people, and server transfered. The numbers are a bit give or take, since the community site doesn't delete files under names until new ones are created under said names. The same person from Odin named Quetstetst could now be on Hades, but the record will never be deleted of Odin having that Maat's Cap until ANOTHER character named Quetstetst is created on that server. It's not foolproof, but that list is a general idea. And looks about right.

Caps are far more common now than they were a year or so ago, since exp is so much more easier to get. There is probably arround 1200 caps total, including all the Non-FFXIAH Users/JP caps unregistered, and the server swappers.

I would figure there are at least 14000 caps now, Census put the number at 6000-7000 a year or so ago if i remember and everyone and their mom wants one now.

You have to remember, everyone who has a cap hasn't been registered and verified with this site. Some people who have been registered jumped servers and registered again. Some people have quit some people have been banned. Only SE could give you the true numbers and I'd be willing to bet 6.5k isn't unreasonable.

There's only one Maat's Hat on all the servers...no one knows which server it is...probably a proxy.
