This is exactly what WoW trial accounts have as well. You aren't able to talk -at all-, but you can send whispers to and from people you have on your friend list. So if you're a new legitimate player who is only testing out the game for the trial period but got a referral from a friend, you can talk to them for pointers and whatnot. You can't go around harassing people in shout, in say, or with links to suspicious websites.
However, since the game relies heavily on groups to party or get other things done, I agree that you should be able to reply to tells you receive. You probably won't get to 50 in the trial period to shout for limit break help, but you can put up your flag and answer tells for party invites.
