The places they show were Tartarus. Originally it was planned that players go beyond the Serpentine Labyrinth and reach this place. The two bosses @ 44 and 45 minutes are upgraded version of Hades (notice the wings at the tail of the first) and Balamor (notice the upper body floating above the lower one and the distinct horns of the second), after they fused (?) with Omega and Ultima. they could always go back to this for new battle content after the ambuscade thing is done
The spiral place was meant to be Tartarus and the rest are concept arts for Rhazowa (northern continent).
Again. The issue is funding. they have a largely reduced staff on the game now. i very much doubt it'll happen.
I think they also have their 3D asset creation tied to PS2 development systems. That's why the one thing they aren't creating now is new mob/gear/zone/etc. models. This month's update even mentioned something about a problem with Zitah and Escha Zitah which sure sounds like a hole in the wall that they would need to fix in 3D assets.
So not only would they need staff to create new asset content, they would need game engine development staff to stop being dependent upon PS2-based assets. seeing images like that just make me sad for the stuff we'll never get to do.
