Unlocking Empyrean Weaponskill

I have just recently started playing again and was wondering if anyone who could help me.

I wanted to unlocks some empyrean weapon skills but in order to do so I must complete the quest "Guardian of the Void". According to ffxiclopedia, I meet all requirements to flag this quest

I have all 3 abyssites KI
I have defeated the 3 nation bosses ( Hahvana, Celaeno & Voidwrought)
I have entered Walk of Echoes
I am on mission 43 of WoTG (which is way passed of what is required)

But when I enter Pashow Marshalands (s) and click on the conflux it will not give me the cutscene to flag the quest? has anyone encountered this problem? or does anyone know what I need to do?

Do you have the Voidwatch Alarum Key item? If not need to speak with voidwatch officer in one of the 3 nations past or present.

Edit: oops missed the part about already going to the flux in pashow, Hmm thats strange.
