Campaign Ops Availability

As I am very casual with very little playtime these days, I have (very) slowly been working on completing all missions and quests. Today I decided to take on Campaign Ops as it is really the last thing I need to complete. I am, however, running into an issue.
I am currently with Windurst on the Bahamut server (may matter). I am noticing that many Ops are not available. The first one on the list that I cannot do is "Material Storm II."
I suppose I am looking for reasons. I read the BG wiki page and didn't see anything. I certainly have enough OP credits to do any mission. I also have the highest medal. I am just not sure why certain Ops aren't available. I imagine it is something as simple as control of certain areas, enough Ops completed, etc.
Anyway, I want to finish them all 100%
If someone can please offer an explanation, then I can decide whether or not I need to just switch nations and continue completing whatever is open.

I attempted to undertake the very same endeavor not long ago and found that you have to spam the highest available tier multiple times in order to unlock the next tier.
Since Campaign Ops is a server-wide system, some of them have their requirements set very high-- there were a few that I had to repeat up to 20+ times before the next tier was finally unlocked, whereas others unlocked only after 5 repeats. I was able to do this thanks to the new RoV key items reducing Op Credits down to the new 10 minute recharge time.
There also seems to be other requirements though (aside from the obvious medal rank) that prevents certain Ops from appearing, as well as some exceptions to the above spamming to unlock next tier rule, notably the Northlands-related Ops.
Smokescreen V and Aegis Scream V usually become available immediately once the Northland areas come under control of the allied or beastmen forces (respective to their desired objective), even if their tier 2-4 versions are still locked. Though I have seen some cases where neither of the tier Vs were available too, despite influence requirements being met.
Other influences such as your nation's supplies, funding, resources, production, skill, morale, reconnaissance, etc. seem to affect certain Ops availability as well. As to which affects what, I'm uncertain, but there was an instance where I spammed Crystal Fist I at least 25+ times before giving up, only to come back a few days later to see that Crystal Fist II and III were both unlocked (and the Sunday conquest tally had not yet rolled by).
Also keep in mind that if you plan to finish all Ops to 100%, each nation has its own respective Ops entry in the mission log which goes into the completed section (appended with the nation's starting letter), meaning you'll have to repeat this process for each nation if you want to have all Ops listed in your completed log.

FFXIclopedia Category:Campaign may have a bit more information if you're interested. It's a daunting task for sure if you're doing everything 100% solo, but it should be possible if you keep your nose to the grindstone, since many of the Ops are easily soloable now (including the group-based ones, which had their 3-person restriction removed).

My one question is about the tiers.
I understand that maybe completing Material Storm I X amount of times may unlock Material Storm II, but some missions (I) are not even showing up. In my case, under "Resource Procurement" I do not even have the option for Search and Seizure I.
Will spamming other missions eventually unlock this, or is there more to it?

That's a good question; I'm not entirely sure to be completely honest. The nation's stats (funding, supplies, etc) aside, there could also very well be certain conditions that unlock tier 1s based on the amount of Ops completed on the server and/or in its respective category (which may decrease over time, hence we lose access to them eventually).
For example, if they did something like: Complete enough Resource Procurement-related objectives and Search and Seizure (I) will unlock.
I'm not sure if this is actually the case, or if its instead due to certain nation stats rising as a result of completing other Ops, but it's definitely something to consider as a possibility.
I do know though that I have seen certain Ops suddenly appear during the middle of the week, so some of them can definitely be unlocked through some process before the tally.
Although there are indeed some that only unlock from the tally due to area control (such as Fiat Lux or the stronghold-specific BCNMs). I'm not sure if there are certain Ops that require an <x> number of allied or beastmen controlled areas to appear though.
There are so many factors that play a role in the system, that I don't think anyone was able to figure out the exact metrics for unlocking certain Ops.
If you take a look at the "By Light of Fire (I)" Op, you'll see that nobody save for one testimony from Bastok was able to unlock and attempt it, so it's definitely implemented but the means to unlock it is pretty much unknown even to this day.

I have been doing as suggested, and after several runs of "Material Storm II" I finally had the option for III. On top of this, I now also have the option for "Search and Seizure I."
Obviously I have no formula to offer, but it does seem that the more you spam, the more that opens (and perhaps this is server wide).
Showmo- did you end up completing them all?

This is situational, I would say. Many of the ones I already have finished are very memorable as I did them with a friend who no longer plays.
The ones I am burning through now are actually quite boring. I suppose once is all said and done they might be memorable in that they brought me to 100% completion (which is my goal).
If I come across any that are particularly fun or add to the story, I will let you know.

Though I would assume Resource Procurement can only unlock fellow procurement Ops and not from other categories.
When I did my Ops, a lot of the tier1s were either already unlocked for me or just randomly appeared while I wasn't paying attention, so I wasn't able to really verify myself what caused them to appear.
Showmo- did you end up completing them all? I never got around to completing them all 100% unfortunately; though I may go back and try working on them again. I was able to get most of San d'Orian Ops finished before switching to Bastok and clearing a bunch of those. For Windurst, I barely scratched the surface there; only did a few before jumping back to Bastok.
Are any of these memorable? It depends on what you mean by memorable. If you mean storyline/cutscenes, then sadly there isn't much (other than the initial cutscene/quest to sign up for your chosen nation). Campaign Ops are pretty similar to Assault/Coalitions, in which you are assigned a task to complete and then return to the assignment NPC.
As for the actual task/gameplay, some of them are really boring like Eorphere mentioned above. There were a few that I found quite fun though back during the Lv75 cap era, like Fiat Lux or Splitting Heirs, since they were relatively difficult fights back then and you had to coordinate with your party or the adds would easily overwhelm your party.
Other than that, I don't think there were any Ops that offered gameplay mechanics that deviated much from the norm. I'd say give them a try though if you have nothing else to do, if not to at least experience them for yourself and see if any of them appeal to you.

Since I am doing them in order, I didn't even look at the other categories yet. It is a good point though. If simply doing Ops and building up the nation unlocks others, perhaps I won't have to spam the same ones as much. I think I am done for tonight, but I will pay attention to that in the future.
