Confirmed; get naked and check the book farthest north in the Optistery, Wind Waters (G-8).
Minnow Wrangler: Reel in the smallest catch possible.
Confirmed, fish up 1 gil (used a fly lure in Al Zahbi).

Somebody on BG said the smallest catch was 1 gil.
Zones with random books in them lying around may also be key.
But there is also other locations like Windy waters (theres a Library there).
Temple of Uggalepih (Paintbrush of souls room mayhaps)
Toraimarai Canal, Karuha-Baruha's room (Although this is a long shot)
Giddeus (The Library there.)

Im not good at these but how about sacrarium, i seem to recall that zone having classrooms iirc. Havent stepped foot in there in years though so could be wrong lol.

This is where you complete it.
I touched the north most library book naked, chose the peek option, at the Optistery, and got the RoE completion. It is the one that says you thought you won 300,000 gil.
