Those stars are dumb as hell, wouldn't be surprised if most people just turn them off.
I did a quick test after I log on earlier tonight, recast reduction seems additive to me.
Did WC then cutting card on myself right away, got No.4(30% recast reduction) on cutting card and 38:22 recast.
My cutting card JP category isn't capped, only have 6% extra recast reduction from JP, that makes it 36% reduction total.
Counting the 5 sec JA lag, that's 3595 sec recast to 2302 sec, which is 36% reduction total.
Someone with 20/20 cutting card can try and see if it's possible to get 13.5 min SP recast.
