Chocobo Circuit Racing

I've been raising my chocobo, took it to some races, doing free-runs, mission races, however now I wanted to do the Adventurer Races, AKA Circuit Races, AKA Player Races, AKA Crystal Stakes.

I ran around tried to find the right NPC, nothing worked... then after some days I found out that there's C1, C2, C3, C4 races, and at first, only C4 is allowed, so I did more research, found out that C4 races open entries at 0:00 in-game, went there at the right time, and yes, the NPC did not talk about me not being allowed to partake, but instead said something about "not being able to process my request" or something like that. I even reach something that there's 3 NPC for a specific race, so (ignoring the bet NPC) I went to the other one, same dialogue.

What is going on?!

When I try talking to some instruction NPC, they give some vague talk about national VCS people, and........... did some bureaucrat program this stuff?????

How can I partake in these races!?

Yah, there could be any number of things that might prevent you, perhaps.

You did do the free and novice races, so your chocobo is registered and you are affiliated with a nation no? Perhaps you didn't pay the fee to do the C-races (in chocobucks) prior to entry? Or maybe you did an advanced race but didn't acknowledge SE's old content-timer-methodology of one-race-per-day (to allow the virtual chocobo to 'rest'?)

I did the free and novice races. I've just now unlocked the swamp races.

Where would I pay in chocobucks for entry?
