It's just fear mongering from an op-ed journalist. It happens on both sides of the political spectrum trying to get people's panties in a wad.

As stated by others, he didn't even do a very good job of it because it's hard to tell precisely what he wants us to be fearing; it mostly just comes across as "government bad!"

The children were taken away from their homes, not getting the treatment (or full treatment required that normal, US citizens would demand) they need, and either shipped back to their original homes or in most cases adopted to US families.
