Receiving RoE Timed Quests criteria

I've been trying to figure out why some of my characters are receiving the timed quests every eight (it's eight right?) hours while others are not. I haven't noticed a clear pattern. I have a level 1, never left the city character do the initial tutorial and is getting them but a level 70, Bastok rank 2 with hero fame not getting them even after completing ten random ones. What's even more odd is that a few characters were getting them but no longer are. Is the requirements for them posted anywhere?

Not sure if this is the problem, but I think you can only have 15 RoE quests active at a time, and that includes the random one. I'm guessing that if you're already maxed out on regular quests, the random one won't be offered to you.

You can do the timed one with 15 open. (the quest log will even show 16/15 active).
I seem to get mine around 10 EST for the 'new' ones. I'm guessing because that's what time I started the quest for RoE one evening so it just resets every 24 hrs.
What I don't get is I can repeat them somedays and not others. I only get a voucher for the 1st one it seems though.

Not sure what Time Zone you're in so I'll just use EST, but in order to get the Timed Records you have to actually login during one of the 3 windows each day and the windows are 6-8am, 3-5pm, and 10pm-12am. If you don't actually login during one of those windows, the Timed Record won't open up. Also if you have a Timed Record from a previous day and don't login during the new one, you can keep the old one open until you finish or until a new window opens with your guy logged in.
If you're mainly after xp and sparks, doing the Timed Records during the window will allow you to repeat the Record over and over until the window closes and you complete the Record once outside the window. At that point it will disappear from the log and a new one won't open until you're logged in during a new window.
If you're after vouchers, you can get one voucher per JP day, which resets at 10am EST, so it's possible to get 2 vouchers off the same Record by completing it during the window and then leaving it for the next day to complete again. Also the objective for the Timed Records changes every NA day. So no matter what window you login for on a specific day, the objective will be the same, so it's possible to get 3 vouchers off of the same objective (this will require you to be logged in for at least 2 of the windows on the same NA day though).

As for the timed quests, I think everyone gets the same quest at the same time, because I've noticed on a few occasions that at the very moment I receive the quest, dozens of other players are suddenly converging on the same zone, hunting the same mobs I am.
It's very annoying, to be honest. It'd be nice if SE could just randomize it, and broaden the scope of quests, so we're not climbing over eachother like rats all the time. I've tried going to more "distant" zones (ones that don't have waypoints, homepoints etc), but others are starting to do the same.
The only other alternative is to not do the quests when they first pop up.

Yes, that appears to be the case globally. When watching twitch.tv streams of other players on different servers they get the same exact objective as I do each and every time.

It actually is not universal for all characters, though I do believe it is only 2-3 possible objectives given for the timed quest. Another important thing to note is that if you complete something like Vanquish Aquans on any given day/get a voucher, and you receive a new objective of Vanquish Aquans, you are ineligible for a second voucher. However, if it happens to be a different objective, you can get 2 in the same day.

That they could, but when the timed quests only call for 20 mobs to be killed, that isn't likely to happen. If it were more like 100-200 mobs, I'm sure people would feel more inclined to form up.

I kind of like the timed quests, because when it pops up, I find myself going to different areas to try and get whatever the type of mob is (when its a mob type quest). Like yesterday, Aquans popped up, I was level 57, so I went to Toraimarai Canal to beat on some level 50-52 crabs and pugs. It's nice to do something different once in a while.

The UK/GMT times for them are stated as -
11:00am - 1:00pm
3:00pm - 5:00pm
8:00pm - 10:00pm
Not sure how anyone else in the EU zones does with these. But no timed challenge has ever popped for me between 3:00pm - 5:00pm

So even if I've done the 8pm one and then take one next UK day at 11am I get another voucher for first completion. Even though it's the same JP day still.
Totally agree they should be randomly different for different peeps though. Zones like the Boyahda Tree are totally heaving when plantoids pop.
Then you always get the *** who insist on pulling 10 mobs at once even though there's patently 5 other people within spitting range all trying to do their 20 mobs too.
To the point that the odd time I just -ga the clusters of mobs with my BLM. And get credit for any kills. And yes I know this is a bad thing to do to people, but come on guys...

Boyahda is also good for Vermin, Beast, and Aquan quests, plus, the waypoint is smack in the middle of the zone, so it's incredibly easy to get to - which is why I'm avoiding it like the plague. It's too convenient, therefore everyone is going to go there.

That and I will usually search the area first to see if a lot of other people are there. But I am lower level too, so that helps a bit for me.

As an auxiliary point, not necessarily related to receiving the quest itself: When completing a new quest and having your inventory full, your copper voucher is not lost, but rather is "stored" in the quest log. After finishing an ROE I wondered why I didn't get mine so I went into the quest and it showed "Vanquish Beasts 20/20". When i clicked on it, it asked "Receive rewards?"

For the 3-5pm GMT window, I'm pretty sure it's supposed to be am and not pm (likely a typo by SE), since it should be the same window as the 10pm-12am EST window, but just 5 hours ahead. As for the 2 vouchers on the same JP game day, it might be possible if the two records have different objectives. I can't really say for sure though, since the only windows I usually hit on the same JP day are the ones with the same objective.

Yes this was absolutely what I assumed if I'm honest.
Haven't managed a late nighter to test it out since RoE started yet though.
But I was always pretty certain myself that was the case.

For me, it was 2 separate objectives but I couldn't say exactly what bounds it has.

The 2 vouchers seem to be a random chance. I've finished timed quests and logged out with a couple kills counting for a repeat on the very same quest and got a new voucher the next time I logged on and completed the same quest.
Had it been a completely new quest (meaning from logging into another time frame eligible for a timed quest), I assume the kill count from the previous window would've been erased.
I haven't had the time to stick to one of those repeatable timed quests the whole window, but my guess is there's either a glitch (say, if you log out with an old timed quest active and log on later and complete it) or there is a random chance at getting more than 1 voucher during a repeatable timed quest's window.

As long as the objectives are different you can get a copper on the same jp day for all 3 challenges.
Also, If you complete one quest and get copper, logout, wait until after JP Midnight, log in(During a time a new challenge isn't active) and complete the same quest again you'll get another copper for it.
If you complete one quest, get copper, wait until after JP Midnight, and get another copper. If that challenge comes up randomly again, you will NOT get a copper for it since it was already done that jp day. Even if you go Trial A > Trial B > Trail A on the same jp day you will get a copper for Trial A, Then Trial B, but not the 2nd Trial A.

This is probably the case. Although, I hadn't been pay close attention but I could have swore I was getting some Limited-time Challenges outside that window. Looking back now, I believe that may not have been the case. I now make sure to cycle through my mules during the window to flag it unless it's something annoying like "Spoils (Seals)".
