i can only assume they are for halloween this year, so i doubt you will find much information on them
i have to concur with Thoraeon. in the new items there's a bunch of items that look like halloween items. i assume these are in that group. i think i counted like 6 new items. god i hope it they aren't "trick or treat" items or i'm just going to kill myself.

I don't think they would add new halloween only items 3 months before halloween.
I've seen people masquerading around Whitegate in these creepy costumes so they're definitely available.
