it only makes it 2% faster. you probably wont notice a big difference until you stack fast cast.

All the various fast cast jewelry in game are 2% each I think, nice and easy to remember.

2% cast, 1% recast for Loq. Earring, Prolix Ring, Estoqueur's Earring for sure, I don't know if there are other pieces.

brd ear is -2 cast time, no recast reduction. fast cast has half value towards recast, so it's not technically a fastcast earring.

A lot of casting jobs still can't cap -casting time even with it.

Brutal Earring is still relevant to most DD jobs, if nothing but for WS combo with Moonshade. I also don't hear anyone complaining about Rajas Ring still being relevant...

combine that with the relatively low increase and server latency, it's a pretty unremarkable amount of fastcast.
