So I'm looking to upgrade my Video Card. First I'll just list what I am currently running in my PC. The important stuff anyways:

Motherboard
Processor
8BG RAM
Video Card
Power Supply

Looking to get something like This Radeon HD 7850. Just wondering about the fact that my Motherboard doesn't have PCI-e 3.0. I read that it wouldn't really affect the performance all that much but I don't know what to believe so, yea.

My bigger concern is the PSU. Currently mine is 630W and my current GPU needs 400W mininum. This new GPU needs 500W Minimum, so will I have to also upgrade my PSU if I get this new GPU? Basically just looking to upgrade because of how laggy FFXIV runs on my PC at times. When there's lots of people around (pretty much every town/rest area) it feels like stop motion video...and this is when EVERYTHING in the settings in turned down as low as possible or off.

I had/have a Radeon hd 7950 and a amd fx 8120 I ran on a 650W power supply until I upgraded my old 990fx msi board (upgraded that) that mobo. in total i believe 100watts more demand ran fine and all pcie 3 cards work in pcie 1 2 2.1 and 3 just lower you go on the pcie number the lower data bandwith. totally not needed less there is alot of graphics projects your running.

so yes that board will work and that psu will work, however since its demand can be at 90% of its capacity it could run hot in your case.

edit: I later upgraded the psu to a higher 850W so it would run cooler as i live in a arid environment.

There is very little performance difference between 2.1 and 3.0, something you would only see in a benchmark test, not really in real world apps.

I would advise getting a 700-800 watt psu at least, just to be on the safe side.

ETA: Asus 7870

@celll I do agree with most (user real world apps) but the stuff i run 3 vs 2.1 makes massive difference but totally not game related. your right on that part. I guess it would only matter on what your using these graphics cards for.

A useful table: Graphics Card Hierarchy Chart.

From Tom's Hardware Best Graphics Cards For The Money: August 2013

In your price range they recommend the Radeon HD 7950 Boost which burns 200 W and calls for a 500 W PS.

It would appear that the HD 7850 actually uses 7 watts less than then 550 Ti... that is, according to this:

http://extreme.outervision.com/psucalculatorlite.jsp

The reason the HD 7850 says a 500 watt minimum is because of 2 things really.
1) it reduces support calls because of under powered power supplies
2) because the average person will get the cheapest power supply and not pay attention to it's efficiency ratings when at full load

TL;DR They posted the 500 watt minimum requirement to cover their own butt

Hmm, interesting calulator. I'm curious how reliable that is though. If I selected all the proper things even a 7950 gets me less than 450W total which should be fine...if it's reliable.

The weird thing is, AMD products vs Intel and Nvidia; They (AMD)almost always calculate total case power consumption where as almost every other brand does per unit calculation, its very misleading(and even harder if your calculating crossfire consumption). Usually makes AMD seem like they need more power which really is not true.

Oh if you get the 7950 check which drivers they upload FFXI has problems with one but i cant remember which. FFXIV runs fine (least in beta)^^.
