it's extremely easy for someone to over-torque and damage your lug nuts or studs with the standard pneumatics that most garages use, so I don't blame garages for under doing it. Plus that's why the regulation is to always re-torque any tire within ~50 kms after it's been off a car, by hand.

Most garages will provide this for free if you come back the next day, but if you want peace of mind you can easily and relatively cheaply buy a torque wrench, calibrate it based on your tires, and do all your re-torques yourself. never have to worry or waste time going back to a garage again.
