Lightning was designed to be the female Cloud so it makes sense but most "epic uniform in Final Fantasy history"? lol, no.
Really thinking about it, I'd have to say Squall had the best outfit of any Final Fantasy lead. That's right, one of the least likable main characters at least knew how to put himself together.

Saying milk it's kinda dumb.
If you're dumb enough to buy an entire other game just because the preorder bonus looks like cloud, then well you don't deserve the $60 you just handed to SE.
I don't see this being the make or break reason people buy this game, it's just a pre-order bonus to try to entice the people already interested in XIII-3 to preorder so SE can have a nice guess of how the game will do week one.

I don't really care for Lightning though this does kind of make me feel like Square really doesn't know how to make a character that is anything but Cloud/Squall anymore.

This Cloud Costume gimmickry is nothing more than the desperate last moans of a dying, outdated, out of touch and oblivious FF division.
It has been spelt out to SE countless times. In Sales. In plummeting share prices. In customer retention rates and hundreds of forum posts and reviews.
