I just remember it taking me forever to actually get a chi-blast kill shot in Abyssea - I'd either punch that one-too-many times or chi blast just wouldn't get the job done. And then when I did... I wasn't entirely sure that whatever it was could even give azure... it was all kinds of frustrating.

Does Augm. Mel. Cyclas +2 need to be on to get the bonus or when you activate it?

For the time bonus, no, just on when you activate it. For the damage bonus, yes.
