Did you actually check your CC to see if the charge went through?
Doesn't matter how much you have on the card, if the charge didn't go through you aren't playing.
Once you're sure it was nothing on your end, then you're free to call POL and make them see the error of their ways.
Ninja Edit #2: Also, if the expiration date on your CC was last month, you need to reenter the CC info with the new expiration date on the new card, otherwise you won't get billed.
