Residents in the city of South Fulton receive the service automatically, but it is not extended to those living in the greater county-wide area.

Now I can sort of understand perhaps about the part where they say the people are non-subscribers, but why run all the way out there in first place if you're not going to do anything? Isn't that wasting resources already? Seems kinda of cruel to just stand there and let someone's house burn down.
