In abyssea procs can not be got if the mob is casting or doing a TP move. Does this same rule apply to VW procs?

No, you can proc a VW NM at any time I believe according to either ffxiclopdia or bluegartr... or both

To expand on this, you actually benefit more if they're staggered during tp/spells. The duration of the stagger increases, and the benefits after the blitz are greater

Timing staggers is a great boon if you're able to isolate the trigger, like if it's sam JA: look, we know there's so many sam JAs (sarcasm), so try to use it during the mob's casting.

Try to take note of what can be really specific like SAM JA, PUP JA, Wyvern breaths
etc etc
