I think what they mean is, if you're gonna go all out and purchase something like this, ya might as well go the full 9 and get the HQ.. not to mention he's probably gonna spend a fortune on tatters and be stunted by the NQ, as HQ get 1 tier higher on buffs, typically.

isn't it like a 100smithing or w/e to make this? probably chances of HQ is pretty slim

Carabosse farming vs odin farming is a joke

Odin farming was always a joke... mules upon mules used to hold clears @75 cap.... say what..?

3 People + Cara = 6 Gems ≈ an hour

Let us say that with your theory "mules upon mules" = 12 people party.

6 Exclusively to hold feathers and the other 6 as real players.

Each run cannot last more than 30 minutes and can only be done ONCE every 3 days. You're looking at about 4:30 in total "work" to get to Odin (Not including the Odin fight itself). At a wait time of 3 days from start, you are also looking at a MANDATORY wait of 27 day wait to just get the feathers needed to enter Odin (Once again this is NOT counting the 3 days to wait to enter Odin's Chamber, which itself is another 3 days bringing the count up to 30 days [a full month]). Even with mules, you will have to eventually redo this exact cycle over and over again.

Also, Carabosse always drops at the very least 1 Jewel. Last I checked Odin does not have an absolute 100% drop of any one item. This means it is absolutely possible to NOT see a P.Abj Body in years.
