Pretty much yea, usually you should be able to download patch 30mins before maint ends, and you still can't, so 40mins to go(atleast)

Yeah, seems about right!
They usually adjust for DST correctly. In this case it seems they meant 23:00 PST instead of PDT. It's still only 22:~~ in PST, though no one actually lives in this timezone at this time of year.

won't need download a patch for that fix, problem is server side.

I think a lot of people are mistaking PDT for PST, refer to Rekx's post above. 35 more minutes
