The newest affinity staves blow away any other staff when nuking correct? Destroy the NQ and beat the HQ substantialy?

Probably been asked a lot but didn't see it recently.

AKA using the Indra's Staff+1/+2 would be the optimal choice for Casting Thunder based nukes?

Necro bump!.... my friend is telling me HQ staves (like Jupiter's) is calculated AFTER atma, but the ToM staves are calculated before. Can anybody link me a source please, so that I may read up on this for my nuking knowledge?
