Except for the fact that they did have a measure in place to do just that except that nasty thing called a Tsunami kinda messed that up. Really now, at least research this stuff before saying they don't know what they're doing. It takes 1-2 SV to cause severe sickeness, 2-6 to cause ultra sever sickness with resulting death, and 6+ is very near instant death.
