True, also keep in mind that the point isn't to protect from a tsunami, it is to protect from flood surges due to hurricanes. Which are just mildly different. Really, the Earth has been sitting around in more or less it's present state for millions of years, and Japan is not that big of a place. I mean, with all of our engineering prowess, it really shouldn't be hard to make a building strong enough to hold completely still while the island moves underneath, right? And tsunamis? here is somthing that can be built on every shore on the planet to protect poeple. This is the largest earthquake to ever strike Japan, and the 4th largest in recorded human history. Followed by a 30' tsunami that was also 7 times larger than anything the country had ever seen.
Both slammed directly into a nuclear power facility, and the thing stayed up. The reactor scrammed correctly. The backup generators kicked in. When the backup generators were swamped, the tertiary backups kicked in. Then they trucked in fourth-level backups. Then they fell back to the fifth level venting system, the sixth level containment pool, the 7th level containment housing... They had a "backup plan." Something like a dozen *#$ing layers of them. And so far, there hasn't been a significant release of radiation or any significant danger to millions of people. And if the Japanese people aren't panicking, (and they're not), I would suggest we lay off the blame when it doesn't effect us in any way and they don't really want our help, either. No. Why? You are protecting from the changes in tides. When you get rapid changes above the threshold of the design, the design fails. When that happens, it will break at the junctions (at least). You have to consider: 1. Rate of change 2. Magnitude of change Let alone center of gravity/mass. Let alone the fact when a Tsunami rushes at the floating cities and such, and the water crashes into them, the buildings/apartments/etc will just topple into the ocean and be lost forever... in all honestly the nuclear reactor had way more redundancies than needed. just be thankful it was designed to be above and beyond and didn't only meet bare minimum requirements.
