ghost? edit: have you tried plugging it to another source and replicate the issue? (to rule out source signal error) but pretty much shows symptoms of monitor dying. try replacing cables too. The flickering on 4K monitors seems to be a known issue. It sounds like it's a refresh rate conflict between your graphics card and your monitor. There's supposedly a fix that's been put out by nVidia and AMD, but it hasn't worked for everyone.
It seems the only thing you can do is either update your graphics card firmware and hope for the best, or lower your refresh rate to 30Hz. Wow I've been gone for about 3 hours and there's three new pages. Awesomesauce.

I'd bet that some old caps were put in due to poor QC in their Chinese factory. Electrolytic caps have a shelf life after all. I mean it's Acer, I'd probably put even Vizio above them... the way I see it.
20% videocard error 5% Overheating 75% internal chipset (on monitor) if you have a spare monitor, try that out and stress test it. if you have a spare computer, try it with the monitor in question and stress test it. (assuming it is not a config error) If dropping the refresh rate doesn't help, the only other thing I can imagine is signal interference from the light you have behind the monitor.
