Depends on your payment plan. There's an introductory plan that is 1 per world, but the rest are 8 per world, IIRC.

I doubt it, aren't they using the retainer system?
I know I made like 2k with it, selling some old 1.0 materials and lower level weapons I gathered.

They are basically people who sell your stuff on the marketplace. Imagine in XI, those people in Upper Jeuno that sell your stuff on H for you, think of them as retainers, but you get to make your own retainer in XIV.
