The acct doesn't have any AH actvity since May and looks like it hasn't been played either (no 75+ jobs) I'd guess that it was either Sold or RMT hacked it and the owner doesn't know..but for sure a scam lol.
considering they're willing to pay $28/mil which happens to be the rate rmt are charging...id say trap also. Besides..if hes willing to pay that why not just go to an rmt site?
Since I listed my Speed Belt in bazaar here I've been getting PMs from linked characters asking to buy it for real money and not in game money. Probably Chinese RMTs
I'd give it a shot. Ask him to send the money first via paypal as a gift (So that it can't be disputed), and if he sends it well then you know he's not a scammer.
The general message though makes me think it's ***. If someone was actually buying gil, they'd offer you less than the RMT going rate and they would tell you the server. I'd guess more like 22 or 23 a mil would be their offer, and it's not worth server transfering if they are only buying like 10 mil.

notice it hasnt been scanned in 7 months. Was probably sold/hacked and/or disabled then just recently reactivated.
And on the paypal thing, I hda buddy who quit a while back and someone on fairy bought all his gil for like $300 USD, xferred via paypal, traded gil, then like 3 days later the money was sent back to the buyer for "unauthorized account usage"
aparrantly with paypal there's a loop hole where if it's a virtual item or something and they want the money back all they have to do is say someone hacked their paypal or w/e... not like paypal will make you return a virtual item.
