My perp cost jumped up by 1 at level 77. I'm level 79 now and it has stayed the same.
Anyone know how to get the Accord Hat yet?

Best option available for Elemental Siphon, Ward durations, and would help with physical and magical Rage bloodpact accuracy if you didn't get a Royal Redingote from ACP (or went with different augments on your Redingote).
