She looks like a really cheap hooker.
It's what we call a "Fjortis", basically someone who dresses like that. They're usually around fourteen which is where the name comes from. Similar to Japan's Ganguro.
They can't do their makeup at all so they have like this brown face and white neck and it looks *** horrible. They're all stupid as hell and have platinum blonde hair.

Cesil's cute for a crosser and I totally bow before her. ^_^ And she's a she, even if she has male parts. If one believes themselves to be a she, then that's what you are.
