Specifically, the skeletons are Wendigos and are behind the 3-mage door in Horutoto. Wendigos also appear in other places such as Shakrami, but are not as concentrated.

This only drops off the Skeletons with Scythes, just a heads up, will be alot easier killing only the ones with scythes then killing them all

Used to turn in at Windurst Waters to gain the Aspir Scroll, dropped off the Skeles past the secret wall in the Horutoto ruins, really good drop rate!
